What the matrix makes visible

Public-source demonstration using Louisiana solicitation ANAT-2025. The solicitation is real; Pelican Passage Funeral Logistics, LLC (PPFL), its people, licenses, policies, prices, and all DEMO- credentials are entirely fictional.

Recommended demo posture: conditional bid. The fictional bidder appears to meet the three pass/fail qualifications, but the package is not submission-ready until the cyber-insurance, cremation-coverage, execution, responsibility-evidence, and second-vehicle gaps are closed.

ADM-03 Include a completed and signed Attachment H Part 1. RFP Overview, p.4 E-04 and E-22 populate the form; signature remains blank. Gap Gate: authorized officer must validate and wet-sign the original.
TEC-10 Explain how approved, purpose-designed transport vehicles will be provided. Attachment H, p.49 E-11 lists two vans; only Van A has fictional board approval. Partial Obtain approval for Van B or revise the capacity plan.
CON-07 Maintain $1,000,000 cyber liability and the required extended reporting period. Insurance Attachment, p.36 E-15 shows only $500,000 of fictional cyber coverage. Gap High: raise the limit and confirm the reporting period.

FAQ

Scope, timing, and responsibility.

What is included in the RFP Compliance Matrix?

You receive an editable spreadsheet and a fixed PDF review copy with normalized requirements, solicitation section and page citations, bidder evidence references, Ready/Partial/Gap/N/A status, risk alerts, owners, actions, and a pre-submission checklist.

When does the four-hour clock start?

The four working-hour clock starts after CiteRivet confirms a complete, readable input set during agreed service hours. It pauses while required files, access, passwords, or bidder decisions are outstanding.

Can I order without a bidder evidence pack?

Yes. The requirement side can still be built, and unsupported cells will be marked “Evidence needed.” Qualifications, licenses, projects, certifications, policies, and staff credentials are never invented.

Can you process scanned PDFs, addenda, and Q&A?

Yes, when the files are readable. All solicitation pages count toward the package limit. Image-heavy files, poor OCR, inconsistent pagination, or new addenda may require a revised scope and delivery time.

Does a deliverable guarantee compliance or an award?

No. Deliverables support traceability and gap detection; they are not legal, regulatory, procurement, or contract advice and do not certify eligibility, responsiveness, compliance, or award likelihood. Final decisions remain with the bidder.
